    The report recognises that human activities are significantly increasing the concentrations of greenhouse gases in the atmosphere, thereby increasing the greenhouse effect and resulting on average in an additional warming of the Earth's surface. It does not yet make any quantitative statements about targets, but it underlines the importance of climate change as a challenge with global consequences. It emphasises that international cooperation is urgently needed, and thus lays the foundation for the UN Framework Convention on Climate Change (UNFCCC)
